Regulations of the International Research Centre for Water, Environment and Energy

At Al Balqa’ Applied University No (86) for the year 2003


Article (1): These Regulations is called "The Regulations of the International Research Centre for Water, Environment and Energy at Al Balqa’ Applied University" and shall come into effect as from the date of approval by the Council of Deans.

Article (2): Phrases and words shall have the following meanings, unless the context indicates otherwise:

  • University: Al Balqa’ Applied University.
  • President: President of the University.
  • Center: International Research Center for Water, Environment and Energy.
  • Council: The Council of the International Research Center for Water, Environment and Energy.
  • Director: Director of the International Research Center for Water, Environment and Energy.

Article (3): The center is a one of the University units linked administratively by the President or his authorized representative

Article (4): The center works to achieve the following objectives

  1. Conducting researches on water , environment and the energy in Jordan, which includes water resources studies and energy sector in all its forms ; managing natural and human resources and conducting environmental impact assessment of projects and providing services in the field of monitoring and environmental awareness and environmental engineering designs; and participating in the development of environmental legislation and organizing conferences, seminars and training programs for certification in the areas of water, environment and energy.
  2. Cooperation with research centers and related institutions at the local and international levels to serve the objectives of the center
  3. Working on the establishment and management of a database for studies and researches related to water, environment and energy.
  4. Adoption of research projects related to the objectives of the center and work on providing them with financial support from donor institutions locally and internationally.
  5. Communication with donors and research institutions on the national and international levels to discuss ways for cooperation and support the activities of the center.
  6. Providing consultancy and technical studies for governmental agencies and the private sector inside and outside Jordan and the progress of tenders related to the fields of the center.

Article (5): The center will have a special council called the Council of the Center consists of nine members, including the center's director appointed by the President after appellate opinion of the Council of Deans to be members of the faculty of professionals, for a period of two years subject to renewal.

Article (6): The Board shall following authorities:

  1. Drawing public policy for the center and approve the annual work plan and the plan of scientific research.
  2. Discussion the draft annual budget of the Center and recommending it for approval.
  3. Study the conventions to be held by the Center with the relevant authorities and to recommend it to the president.
  4. Determine special services allowance for laboratory analyses and reviewed periodically.
  5. Study the center's administrative structure and placement to the president.
  6. Any other matters related to the objectives of the center

Article (7): Appointment of the director of the center

  1. The director is appointed by the decision of the President for a period of two years subject to renewal.
  2. Whoever is appointed director for the center shall be one of the employees at the university and PhD holder in one of the disciplines relevant to the water sector, environment or energy.
  3. Determine the rights, functional duties and financial for the director and treated as a unit manager according to the laws and regulations in force at the university.
  4. The Director services expires by the end of the time period referred to Article (5), or resignation or appointment of a director instead of him.

Article (8): The following tasks is entrusted to the director of the Center:

  1. Follow-up of administrative and financial affairs of the center according to the laws and Regulations in force in the university.
  2. Administrative and financial follow-up for research projects carried out by the center or through it, according to the laws and regulations in force in the university.
  3. Annual report preparation for the center and submission it to the Council for approval.
  4. Annual financial budget preparation for the center and submitted to the Board for approval.
  5. Approaching the donor community and research institutions on the national and international levels to discuss ways to cooperate and support the activities of the center.
  6. Follow up the implementation of decisions and recommendations of the Council.
  7. Any other responsibilities and authorities delegated by the President or assigned by the Council.

Article (9): Center includes the following technical sections:

  1. Climate Change section.
  2. Water and Environment section.
  3. Energy section.
  4. Geographic Information section.

Article (10): The center has the right for implementing the works entrusted to it Assigning faculty members or researchers from inside and outside the university, according to the Regulations of the center, and a contract between the university and the researcher is organized for this purpose and set out budget of the research and the period of time necessary for its implementation and the extent of full-time for the researcher and any other matters related to the research, and the contract is signed for the university president or his deputy.

Article (11): The University in its annual budget monitors the funds necessary to conduct the work of the Centre based on the recommendation of the Council.

Article (12): The revenues of the Center consist of the following sources:

  1. Contribution of the university, which sets out in the annual budget.
  2. Revenues earned by the center from the national, Arab and international institutions or from companies interested in exploiting the results of research center.
  3. Grants and assistance from the local, Arab and international bodies after its acceptance within the procedures and assets adopted at the university.
  4. Centre's share of studies revenue, consultations, laboratory tests, research and patents that are through.

Article (13): Laboratory tests are conducted at the center as follows:

  1. The Center conducts tests and laboratory analyses for the teaching staff of the faculty, researchers, graduate students, governmental institutions, non-governmental organizations and for regional and foreign institutions against service fees.
  2. The test / analysis requester has to communicate directly with the Centre for the requested test / analysis according to the procedures and regulations wages approved by the Centre.

Article (14): In case of lack of devices at the center for analysis, the required analyses will be shifted to the other university laboratories through the center of studies, consultancy, and training, and according to the Regulations in force in the Counseling Center.

Article (15): Distribution of the Center revenues derived from the proceeds of the studies and consultations that take place through the center will be as follows:

  • A :(20%) of the total revenue to the university's revenue account
  • B :(30%) of the total revenue to the Deposit Account Center.
  • C :(50%) of the total revenue to the working team and working expenses

Article (16): Distribution revenues of tests and laboratory analyses conducted at the laboratories of the center will be as follows, after deducting financial costs:

  • A :(50%) Deducted in favor of the expense of the center.
  • B :(40%) Deducted in favor of the university or the faculty account where analyses done.
  • C :(10%) To be distributed as a reward for the team that has performed analyses by the decision of the President, upon the recommendation of the Director of the center and according to the advance written agreement among its members.

Article (17): In case of signing agreements and contracts with local and international destinations, the items of the agreement are the basis of the financial and administrative transactions.

Article (18): The exchange from the center deposit accounts center is done by placement of the director.

Article (19): President shall rule on cases of a missing text in these regulations.

Article (20): President and Director are responsible for the implementation of these regulations.

These Regulations cancel any Regulations and other provisions
